Michael A. Bell

Mike founded and served as the Principal for Michael Bell Management Consulting for the last 15 years. Prior to MBMC, he served as Principal and Senior Director of Client Services for RW Beck’s electric, water, wastewater, and solid waste businesses in California. Mike has also served as Assistant General Manager and Economic Planning Manager for 20 years for Anaheim Public Utilities (CA) and City Water, Light and Power in Springfield, Illinois.


R. Alexander Burnett

Alex brings 30 years of public sector utility and transportation experience as both a banker and consultant having served as Head of the West Coast for Public Finance at JP Morgan, a Managing Director at Citigroup and as a Managing Director at Public Financial Management, the nation’s largest independent financial advisory firm serving the public sector, where he spent 15 years. In this capacity, worked on financial and strategic planning, cashflow modeling and management, balance sheet strategy, rate design, credit strategy and negotiation, and project delivery and served as senior manager, co-manager or advisor on transactions in excess of $50 billion.


Drew M. Atwater

Drew brings 15 years of public sector experience as a public sector executive and consultant. Drew has served as Deputy General Manager of the Moulton Niguel Water District, Manager of Rates, Charges, & Financial Planning for the Metropolitan Water District of Southern California and serves as the Chair of the American Water Works Association (AWWA) Rates and Charges Committee Subcommittee on Rate Design. Drew has extensive financial and operational experience including leveraging data analytics to optimize processes, operations, and asset management.
